Con Dao Archipelago

Con Dao is a 16-island archipelago about 100km off Vietnam's southern coast, protected as Con Dao National Park since 1993. It has the best-documented coral in Vietnam — a 2022–2023 survey recorded 41 coral genera here, and offshore reefs like Con Dao held higher hard-coral cover than mainland sites. That is a low bar. This is not Coral Triangle diving: reefs are shallow, big animals are scarce, and visibility is moderate rather than exceptional. Most sites sit between 5m and 25m around outlying islands such as Hon Tai, Hon Cau and Bay Canh, reached in 5 to 30 minutes by boat from Con Son town. The season runs roughly March to September, when the sea is calm; November to February brings wind and swell. Con Dao's stronger claim is conservation: the park runs Vietnam's most important green turtle rookery on Bay Canh, and the archipelago holds what is likely the country's last dugong population. Divers should also know the islands' history — Con Dao was a French and then South Vietnamese prison colony, and most visitors come for the prison site and memorial cemetery rather than the reefs. Infrastructure for diving is small: one or two operators, no liveaboards.

Cheap by international standards. Two fun dives with the local dive centre run about 3,600,000 VND (roughly $140) including VAT and marine park fees; snorkelling trips about 1,000,000 VND. Con Dao National Park entry is 60,000 VND per adult (20,000 VND students, 10,000 VND children) as of 2025. A week land-based with flights from Ho Chi Minh City, guesthouse and daily diving sits well under $2,000 per person excluding international flights, though Con Dao hotels are pricier than mainland Vietnam.

Permit required

Con Dao is a national park. Diving and snorkelling must go through a licensed operator, and the park designates strictly protected zones — including seagrass beds and turtle-nesting beaches — where entry is restricted or requires ranger permission. Boat trips to outlying islands are logged with the park. Overnight turtle-watching on Bay Canh is a separate ranger-run permit arranged through the park, not a dive activity.

Park entry ticket 60,000 VND per adult (20,000 VND students, 10,000 VND children), sold at park headquarters in Con Son or at ranger stations. Dive operators state their published prices already include VAT and marine park fees.

Con Dao holds what is likely Vietnam's last dugong population, and a 2023 survey by the Institute of Marine Environment and Resources estimated only about 12 animals remained. Their seagrass has collapsed — from over 329 hectares across 12 locations to two remaining areas, Con Son Bay and Bay Canh, by 2022 — and further deaths were reported in 2025. Worth knowing before you book

  • Reef quality is good for Vietnam, not good by regional standards — expect small reef fish, modest structure and few large animals. Divers coming from Indonesia or the Philippines will find it thin.
