Typical trip cost

under $2,000 to over $4,000

Per person, excluding international flights.

  • Whale-swim day tours run roughly TOP$400–700 per person (about US$170–300), with Vava'u the priciest of the Tongan island groups; multi-day packages lower the daily rate.
  • Packaged whale-swim trips sold from abroad are far higher: Oceanic Society, Dive Ninja and similar operators list roughly US$4,500–4,700 per person for 8–11 day trips, excluding international flights.
  • Reef diving is cheaper and booked locally as two-dive days, with discounts for three or more days.
  • International flights to Tonga plus the domestic leg to Vava'u are a large share of total cost.

Permit or park fee

How it works

Whale swimming is licensed under Tonga's Whale Watching and Swimming Regulations 2013. Only licensed whale-watching providers may approach whales inside 300m, and only licensed swimming providers may put people in the water. In practice the licence sits with the operator, not the visitor: you book a licensed boat rather than buying a permit. Around 40 operators are licensed across Tonga. The season is 1 July to 30 October; Sundays are rest days and boats do not run.

Note on the data: operatingSeasonMonths is set to all 12 months because dive shops in Vava'u run year-round; the whale-swim operators run 1 Jul–30 Oct only, which is captured in bestMonths, permitNotes and the humpback sighting pattern. Source conflict on season end: the Whale Watching and Swimming Regulations 2013 and most secondary sources give 1 July–30 October, but at least one Vava'u operator (Beluga Diving) advertises a swim season running to the first week of November — coded to the regulated 30 October date. Whale presence per Tonga Pocket Guide is mid-July to mid-October for Vava'u specifically, narrower than the legal window; coded as rare in the shoulder edges. Tonga's humpback breeding sub-stock is E3 (not E2 — E2 is New Caledonia); both sit within the Oceania subpopulation. Prices are secondary-source and not fetched from operator rate cards. Coordinates are approximate island-level positions. The 2013 regulation PDF could not be parsed directly; regulation details are corroborated across the IWC handbook, Tonga Pocket Guide and multiple operators. Water temperature: Bands are +/-0.5C around the source's published monthly averages; Vava'u is cooler subtropical, ~28C in Feb-Mar and dropping to ~25-26C in Jul-Sep, which is the peak humpback whale-swim window, so expect the cooler end during whale season. Access: International entry is at Fua'amotu (Nuku'alofa, TBU), then a ~1-1.5h Lulutai Airlines domestic flight to Vava'u (VAV) and ~20-30min road to Neiafu harbour; whale swims and dives are within the sheltered island group, so there is no open-ocean crossing.
