Puerto Galera

Puerto Galera is a cluster of dive sites around Sabang on the north coast of Oriental Mindoro, in the Verde Island Passage: a channel repeatedly cited as a global center of marine shorefish biodiversity. The draw is variety in a small area: classic muck and macro (dozens of nudibranch species, several frogfish, ornate ghost pipefish, pygmy seahorses, blue-ringed octopus, and mandarinfish at dusk) sit alongside walls, small wrecks and current-swept drift dives, mostly within an hour's boat ride.

Reported at Sinandigan Wall mainly December to March, but sightings are unreliable: Malapascua, not Puerto Galera, is the Philippines' dependable thresher site.

  • Land-based and budget-friendly by dive-travel standards.
  • Sabang has a wide range of dive resorts; single fan dives typically run roughly $25-35, and multi-day dive-and-accommodation packages keep a week well under $2k per person excluding international flights.
  • A ferry crossing from Batangas is about 500-600 pesos (~$9-11) each way, plus a 120-peso environmental fee on arrival.

Permit or park fee

What you pay

120-peso environmental user fee per visitor (PG-Pass), plus small marine-sanctuary diver fees at some sites.

How it works

All visitors pay a 120-peso environmental user fee (collected via the PG-Pass system introduced in 2025) on arrival at Sabang, Balatero or other ports. Some marine-sanctuary dive sites levy an additional small per-diver fee collected by operators.

Note on the data: Best-months are contested: most sources favour the dry amihan season (Nov-May) for calm seas and viz, but some rate mid-year (Jun-Aug) as clearest; coded to the amihan consensus. Site coordinates are approximate area positions, not surveyed GPS. Water temperatures are surface monthly averages from an aggregator; per-month min values are interpolated to reflect depth thermoclines. Thresher-shark sightings at Sinandigan are reported mainly Dec-Mar but are not reliable here. Water temperature: maxC tracks published monthly surface averages (about 26-30°C year-round); minC is interpolated to reflect cooler water at depth, and on deeper Verde Island sites winter thermoclines (Dec-Feb) can drop several degrees below the surface reading. Access: From Manila (MNL) it is roughly 2-2.5h by road to Batangas Pier, then about a 1-1.5h passenger ferry (fastcraft ~60 min) across the Verde Island Passage to Sabang/Puerto Galera. Independently verified 2026-07-20 (confidence medium).
